The Institute installs and uses video safety cameras in areas it determines appropriate to protect persons and property, support campus safety, investigate specific safety or safety incidents, and comply with law. The Institute will operate its camera systems in accordance with all applicable laws.
Cameras will not record audio and will not be placed in restrooms, locker rooms, changing areas, private living spaces, or other locations where individuals have a reasonable expectation of privacy. Cameras also will not be positioned to view through windows or doors into private spaces, including the interior of individual student living spaces. The Institute will provide notice of camera use on signage that complies with applicable laws.
Access to live and recorded footage is limited to authorized persons with a legitimate safety, safety, legal, or incident-investigation need. Recordings may be retained, disclosed, or preserved as reasonably necessary for those purposes or as required by law. Unless preserved for a specific safety incident, legal matter, insurance matter, litigation hold, or as otherwise required by law, recordings will ordinarily be retained for no longer than 90 days and then deleted or overwritten in accordance with Institute procedures.
Recordings that are directly related to a student may be subject to FERPA regulations unless maintained as law enforcement unit records or otherwise excluded by law. Requests for access, copies, subpoenas, law enforcement requests, litigation holds, or external disclosures must be handled in coordination with the appropriate Institute offices, such as Campus Safety, Student Affairs, or the General Counsel. Requests for footage from law enforcement agencies must be directed to Campus Safety and reviewed by General Counsel before release.
CalArts will comply with valid subpoenas, court orders, and other lawful processes as required by law. In emergencies posing an immediate threat to life or safety, Campus Safety may provide footage before legal review when delay would be impractical. All law enforcement disclosures will be documented, including the requestor, the footage provided, and the legal basis for the disclosure.
Campus Safety is responsible for administering this policy, and will do so in coordination with CalArts’ Information Technology, Facilities Development and Management, Student Affairs, and General Counsel offices.
